Max Hoover staat aan het hoofd van de gevreesde Hat Squad, een groep onafhankelijke politierechercheurs van de LAPD. Samen met deze squad wordt Hoover meer gevreesd dan de maffia. Wanneer Hoovers vroegere minnares, Allison, wordt vermoord verandert alles. De geheime ontmoetingen blijken namelijk op tape te zijn opgenomen en dat vormt een grote bedreiging voor Hoovers huwelijksleven. Maar er is meer: Hij komt erachter dat de dood van zijn minnares slechts een onderdeeltje is van een samenzwering die reikt van het Witte Huis tot een nucleaire testzone in de woestijn. Hoover en zijn squad worden geconfronteerd met de meest duistere en corrupte kant van de FBI en de politiek.
