Nico leerde vechtkunsten in Japan, vocht in Vietnam voor de CIA en is nu een agent bij de zedenpolitie van Chicago. Een junkie vertelt hem over een drugsdeal, maar bij nader onderzoek blijkt het over een lading C4-explosieven te gaan. Bovendien blijkt de CIA betrokken te zijn bij de deal. Nico krijgt de opdracht zich er niet mee te bemoeien, maar hij zet zijn onderzoek voort. Terwijl hij het leven van zichzelf en zijn familie op het spel zet, ontdekt hij dat de CIA hun connecties met drugdealers proberen te verbergen en niet voor moord terugdeinzen om dit doel te bereiken.
