Jerry Fletcher is een paranoïde New Yorkse taxichauffeur die in alles een samenzwering ziet. Niemand neemt zijn verhalen over donkere machten die de wereld met ijzeren hand regeren ooit serieus, behalve officier van justitie Alice Sutton die plots een verband ziet met de verdachte omstandigheden waaronder haar vader is vermoord. Dat blijkt echter een levensgevaarlijke ontdekking te zijn, zowel voor haar als voor Jerry.
