Parker (Denzel Washington) is een gewezen politieagent en zit een 17 jaar opgelegde straf uit wegens doodslag op Matthew Grimes; de moordenaar van zijn vrouw en kind. Hij en zijn medegevangene John Donovan worden als proefkonijnen door de overheid gebruikt om een virtual reality systeem te testen dat dienst moet gaan doen als opleidingscentrum voor agenten van Los Angeles. Tijdens een virtual reality sessie gaat het tweetal op zoek naar SID 6.7, een door de computer gegeneerd figuur die uit een compositie van 183 karakters van 's-werelds beroemdste en gevaarlijkste seriemoordenaars bestaat. Echter er is iets vreemds aan de hand en het programma van SID 6.7 (Russell Crowe) lijkt te zijn veranderd. SID weet tijdens een experiment uit de VR wereld te ontsnappen en komt als androïde tot leven in de echte wereld. Niets of niemand lijkt de uit siliconen bestaande man te kunnen doen stoppen want zodra hij in aanraking komt met glas herstelt hij van zijn opgelopen verwondingen.
